The construction of the Hotel Post Constantine began in September 1906, after former Minister of War had agreed to sell the site of the old wall, next to the Place de la Breccia. The building offers an imposing facade which stand three ports of entry, has the same architectural style as the recipe of Oran.
On March 7, 1908, in the presence of the Governor General Jonnart, the new hotel was inaugurated Post and the building of the land bank, raised on the site of the old market. These two beautiful buildings that flanked the stage, came complete with a happy way the area around the place.

Built in 1903 by architect Edward Arnand designer (1864-1943) in a neo-classical and more precisely to the eclectic, architectural trend that emerged in the West between 1860 and 1920, which combines all carefully materials (metal, brick, wood, concrete and stone).
The main facade has an entrance served by an iron door, a roof and brick to the throne a century-old clock. Inside find in a large room where all services are provided postal and financial counters erected in single mode
