The designer is the Latvian artist and children's book illustrator Anita Paegle, who has depicted in the stamps a little dwarf girl, hurrying to bring gifts to children over snow-covered roofs on a wooden rocking horse. The first day envelope released together with the stamps depicts Winter in a snow-covered cape, and the special cancelation features a gingerbread heart.
Elmar Kits (1913–1972) graduated from the Pallas Higher Art School in 1939 and he was considered the future hope of Estonian art. Elmar Kits was born and lived all his life in Tartu. Elmar Kits’s painting, After Dinner (1944), is the scene of a summer afternoon delicately painted in light hues. Only the tower of St John’s that lacks its steeple refers to the war and destruction in Tartu. Despite a very traditional scene the picture embraces a very large number of hints, including the importance of pre-war culture and the tense situation of a frontline city.

375th Anniversary of Regular Postal Services in Estonia

375 years will pass this year from the introduction of regular postal services in Estonia as well as 95 years since the establishment of a national postal service. The word, „post“, was apparently mentioned for the first time in Livonia in 1557. When the Swedish state extended to Estonia, Livonia and Ingria the need arose for faster delivery of messages, but there was no state postal organization. On the basis of an order issued by Queen Christina a regulated postal service was introduced in Sweden in 1636 and from 1638 it also embraced the overseas territories of the country.

In 1964, Yuan Longping, a Chinese agriculturalist hailed as "Father of Hybrid Rice", led a team and pioneered in China in the research and development of a better rice breed. In the 1970s, a type of hybrid rice was successfully developed and introduced into extensive cultivation. The International Congress of Supreme Audit Institutions (INCOSAI) is the INTOSAI organ of the highest authority and is held once every three years. The XXI INCOSAI is held in the National Convention Center in Beijing, China from 21 - 26 October 2013.
Christmas Post 2013 Date of Issue : 4 November 2013
Christmas Mail has been organised by Slovenská pošta since 1999. Not only children, but adults as well, can send their Christmas wishes to Baby Jesus at the address “999 99 Ježiško” (Baby Jesus). During the previous 14 years, almost 1,250,000 letters were delivered to the address of the Slovak Baby Jesus.
This year is the 15th jubilee year of Christmas Mail. The postage stamp is based on a drawing by Erika Korkovánová from Kollárovo who won the children contest for the most beautiful drawing for Baby Jesus. Almost 5,800 drawings were sent to the contest announced during the previous year of Christmas Mail.

Breast Cancer Diagnostics Date of Issue : 30 October 2013
October is the international Breast Cancer Awareness Month. In Latvia, breast cancer is among the most widespread oncologic diseases and causes of death for women.
The pink ribbon depicted in the stamp Breast cancer diagnostics shows understanding, solidarity and support to people affected by breast cancer; the symbol was created in the beginning of the 1990s in the United States.

The tomb of Rachel our Matriarch has been recognized in its current location near the neighborhood of Gilo, on the boundary between Jerusalem and Bethlehem, for 1700 years. In ancient times, a tombstone comprised of 12 stones, symbolizing the sons of Jacob, was set there. Later, a cupola resting on four columns was erected and in the 17th century Rachel’s Tomb was made into an enclosed structure. In 1841, Sir Moses Montefiore added another room to Rachel’s Tomb. Today, due to security constraints, the small domed building located within the Israeli enclave in the northern outskirts of Bethlehem has been fortified.
The town of Mõisaküla is situated in the south-eastern corner of the Viljandi County close to the Latvian border. Mõisaküla’s year of birth is considered to be 1895 when a railway station on the Pärnu-Valga railway line was then being built. In 1938 Mõisaküla was granted town rights. The coat of arms of Mõisaküla is the shape of shield, with a silver anvil on black background and a worker’s hand holding a hammer, symbolyzing industry.
